Actually GTA IV runs quite well with a HD4870 and a quad core processor.

It's the Quad Core that really kills the game..

A HD4850 with 1GB of VRAM should run it fine..

In fact any 1GB card.

Even I get close to 30+ fps on GTA IV at 1280x800 (max res at 1680x1050 but I don't need that much detail in a game to enjoy it as much) and I have a 9500GT 1gb ddr2 overclocked from 550/1400/400 to 700/1800/540 and an E5200 at 3,33ghz ( I get blue screen at 4ghz :/ ). If you don't get as many fps just decrease the resolution your playing at but keep it in your monitors aspect ratio, only then you won't be able to spot much of a diffrence. Just wait that day or two for the i7 and build what you posted, its a perfect build in my opinion.
